'Happy New Year!'...was the first thing my chief accountant said to me after the weekend break over Easter. I wondered for a brief moment, which year? I doubt I am the only one who feels they have been in 2018/19 for months as a consequence of the endless budget planning workshops, briefings and scrutiny sessions, all focused on establishing a budget that tries to sustain statutory services in the ongoing period of austerity.
