New rules for utility firms' roadworks

Ministers are planning new rules to cut down on roadworks caused by utilities companies with a raft of measures to tackle the issue.Transport secretary Chris Grayling said he would make pavements the default location for new utility infrastructure to cut down on potholes and roadworks.Mr Grayling said: 'You get far fewer holes appearing in intact roads than roads that have been regularly dug up. So we are going to create a default that you have to look first at laying the utilities under the pavements rather than under the roads.'
