'We are a pathologically open authority,' says chief executive John Schultz. 'We use internal and peer reviews, we bring in critical friends from other councils to tell us how they do things. Inspectors come in and are told how things actually are, not how we wish they were!' Those inspectors go away and write up reports that, without exception, describe Stockport Council, by its own admission not a highly-resourced authority, as having promising or excellent prospects for improvement.
