You can see deprivation, with the boarded-up houses, burned out cars, graffiti, piles of rubbish, and discarded syringes. And you can measure deprivation with the numbers of long-term unemployed residents, sub-standard housing, teenage pregnancies, poor levels of GCSE passes, birth weights and life expectancy - or any number of indicators. But this doesn't mean you understand deprivation. And, in order to address it, you have to understand it.
