Standing still is just not an option in today's local government world and change is the order of the day. The CPA regime certainly helps to identify what needs to change and there are any number of best practice processes to help you get there. What is much more difficult however, is to win the hearts and minds of the people who are going to adopt new ways of working and deliver the higher levels of performance. This requires leadership of the change process and the creation of a high, performance culture. Yet most senior managers have developed their post professional management skills in a command and control environment where little attention is paid to leadership skills.
