Scottish minister for public services Tom McCabe's comments at the recent COSLA conference, urging a cut in the number of council chiefs, were provocative — and probably deliberately so (see The MJ, 21 April). It's hard to believe that Mr McCabe — an experienced former leader of South Lanarkshire Council -would not have been aware of the complexity and difficulty of a chief executive serving more than one council. For example, how would the chief executive divide his or her time equitably. And there's the difficulty of serving two councils with different political persuasions. Or what advice would the chief executive offer where the two councils were in conflict?
