Sir Sandy Bruce-Lockhart, chairman of the LGA, calls on the Government to provide the funding required for Sustainable Communities plans - and not just blame planners because new homes are not going up fast enough. Like them, or loathe them, for the foreseeable future at least, the Government's plans for housing growth look here to stay. The Government has blamed the present slow national rate of housebuilding on local councils and their planners. The reality, however, is different. The reason new houses are not being built faster is not the planning system, but is quite simply because there is a shortage of cash for the roads, schools, health, leisure, and community facilities needed. This has been compounded by the planning guidance for 40% of all housing completions, making it harder for developers to contribute to infrastructure funding.
