Collaboration between councils, and with other public sector agencies, is the real challenge for the efficiency programme. The format of the Annual Efficiency Statements, which local authorities have recently submitted (both for 2004/05 and for 2005/06), places an emphasis on the achievement of efficiencies in individual service areas. However, for a large number of authorities, achieving efficiency across service areas through transformation and collaboration is equally as important. Collaboration presents a real opportunity and a challenge for local authorities. That is why 4ps' breakout session at the LGA conference, The Efficiency Programme - Opportunities and Challenges of Collaboration, aims to support local authorities in taking advantage of collaboration successfully.
