The Government's Respect Action Plan proposes a number of new powers aimed at curbing antisocial behaviour. Among the suggestions are that ward councillors and scrutiny committees will be able to investigate problems of local concern, and that there will be a new duty on local bodies, including the police, to respond to any recommendations made. Such community 'calls to action' are designed to ensure that local services are responsive to local people via their elected representatives -mirroring recent calls for local authorities to be 'first among equals' in the current complex web of local governance.
