As councils square up for the annual battle with the Government over council tax, the Local Government Association has claimed almost one-third of councils will have to make cuts in services to keep taxes down. But its snapshot survey has also shown most councils are planning to heed government warnings over capping, and stick to council tax levels under 5%. LGA chairman, Sir Sandy Bruce-Lockhart, claims councils are 'doing everything in their power' to keep council tax down, but they are struggling. Despite making £1.9bn in efficiency savings - double the target set by ministers for the first year - the LGA says councils are still unable to make ends meet on the current settlement.
