It's crunch time next week, as the Government's plans to create unitary authorities in nine areas go to the High Court. The hearing into the judicial review, brought by Shrewsbury and Atcham BC, together with Congleton and Harrogate BCs, will take place in London on 12 and 13 September, and councils across the country, not to mention the Government, will be holding their collective breaths for the outcome. If the judicial review is thrown out, then it will not just be a setback for the three councils involved, but it could have a knock-on effect for other councils that are planning legal action against local government reorganisation.
