It's very much a case of here we go again for County Durham. The prospect of a unitary restructure has been on the cards in the area for around 15 years -almost constantly. From the Banham review to John Prescott's failed bid for regional assemblies, the area is no stranger to uncertainty. Indeed, the county council was probably one of the major players encouraging central government to put restructuring back on the agenda.
