Legal setback fails to deter unitary push

Ministers have shrugged off calls to end the drive for unitary authorities after three councils won the first stage of their legal battle to halt reorganisation. In the latest turn of events, Mr Justice King said at the High Court on Monday it was 'arguable' that secretary of state Ruth Kelly lacked the power to create new unitary authorities, and gave permission for a full judicial review to be heard as soon as possible.
