So starts the business case for Norwich City Council's unitary bid, which is one of 16 on the Government's shortlist The city, famous, among other things, for Coleman's mustard, was the only local authority to enter two separate bids to the DCLG. One was for a unitary authority with the existing city council boundaries, while the other would have seen the new authority expand into parts of neighbouring Broadland and South Norfolk DCs.
