There is a battle to be fought over every single bid on the unitary shortlist, but in the case of Cheshire, it will be waged on two fronts. The county has not one, but two competing unitary bids on the shortlist, and no love will be lost between the two tiers of local government involved over the next few months. Originally, three bids were submitted to the DCLG in January. There was a three-unitary bid from Ellesmere Port and Neston BC, a two-unitary proposal from Chester City Council, and plans for just one authority from Cheshire CC.
