Surrey CC has launched a legal battle against Ofsted over its children's services rating which will pull the county down to a single CPA star. The council is set to be one of the worst-performing authorities in the country when the final CPA ratings are revealed next week, but it maintains the score is unfairly weighted, due to its poor performance on vulnerable children. The council is one of eight facing a likely drop in CPA score after being branded as failing by Ofsted. Interim chief executive, Michael Frater, confirmed the council was seeking a judicial review over the Annual Performance Assessment (APA). Mr Frater, who was hired earlier this year after the departure of former chief executive, Richard Shaw, said the council felt its CPA score should reflect all its services to residents, but the result of the weighting was 'disproportionate'. 'Last year's Joint Area Review inspection was very critical of the services we provided to vulnerable children, and we recognise this was a fair judgment. Services we have provided to vulnerable children have not been good enough. We must act on it and are doing so.'
