Virtually all council services saw improvements during the seven-year lifespan of the CPA, except for children's, a study by the Audit Commission has found.In its final report into the CPA, which launched in 2002, the commission said it increased the number of 'excellent' councils and reduced the number of 'weak' performers despite its 'harder test' in 2005.There were also improvements in individual performances, such as recycling, which rose from 8% to 21% over the seven years, and adult social care, with 18% of councils being top performers in 2008 compared with 1% in 2002. Corporate management and leadership, a key target of the CPA, also saw improvements.
