Whitehall's fortress of 'bureaucrats with a budget' must be stormed, if the community budgets and 'whole place' agenda is to work locally, LGA chair, Sir Merrick Cock-ell, has claimed. Writing in a new report inside The MJ this week, Sir Merrick says the 16 community budget pilots 'represented real mind changes in Whitehall', but warned local government was impatient to 'take this work to the next level' He adds: 'The fortress is being defended in depth by Whitehall warriors whose mi-son d'etre is threatened.' Joining up, joining in: Why the time is right for expanding community budgets is a joint publication between The MJ and the CBI, and includes a list of recommendations to drive the agenda forward.
