Thousands of children who are deafblind are missing out on the support they need, due to council delays and failures in the identification process, according to a new report.Councils have a statutory responsibility to identify deafblind children in their area, but a report from the charity, Sense, suggests an identification rate of three multi-sensory impaired children per 100,000.Based on Centre for Disability Research data, Sense estimates this is around 10% of the level it should be.
