Almost one in 10 councils snub cash offer to freeze tax

Some 8.5% of billing authori ties are poised to snub the Gov ernment's cash offer to freeze council tax, a CIPFA survey published today has revealed. CIPFA's research - which covers all billing and precept ing authorities in England and Wales - also shows the average household council tax bill is set to rise by 0.5%. The average council tax level per dwelling remains highest in the South East and east of England.
