Bosses 'poor' say managers

Almost half of public sector managers believe their line managers are ineffective -and the figure increases to 60% in low-performing or ganisations, according to a survey of leadership skills. The report, by the Char tered Management Institute (CMI) and consultant, Penna, says poor management per formance is dragging down public sector productivity.
