Suspension for Lancashire chief as tender comes under investigation

The chief executive of Lancashire CC, Phil Halsall, has been suspended while his involvement in the tendering of a contract is investigated. A report by the chief executive last August recommended that One Connect Ltd - a /400m joint venture partnership between the council and BT - should take over the authority's fleet management and maintenance services. One Connect was already contracted to provide a range of services to and on behalf of the council. The eight-year fleet services contract with One Connect, which was decided under delegated powers, was due to start on May 1 but was called in on the same day - the day before elections that led to the Conservatives losing control to a Labour minority administration.
