Mayors not essential for devo The Government's devolution 'tsar' has told council bosses directly-elected mayors are not deal-breakers. Speaking at the ADEPT annual conference in Manchester last week, the Department for Communities and Local Government's director general of decentralisation and growth, Simon Ridley, told delegates a 'mayor is not an essential condition for devolution'. Mr Ridley added that agreements could also evolve over time and 'no deal was ever final'.
