Clarke's 2020 vision: taxes must increase

Former Conservative Chancellor Ken Clarke has called for tax rises as well as public spending to balance the budget by 2020. At a Resolution Foundation seminar this week Mr Clarke, who as Chancellor from 1993-1997 cut spending and raised taxes by the equivalent of 7p on income tax, said: 'I raised taxes and lowered public spending because that's what Chancellors did. People didn't expect a budget to be popular.'
