The 'well-intentioned' policy of business rate retention could end up being unfair in two-tier areas, county leaders have warned. Research conducted for the County Councils' Network (CCN) showed counties raise far less in business rates than their urban counterparts and face a more volatile climate - which could leave them lagging behind after 100% rate retention.
