Rates plans must be clear says, IFS

Finance experts have hit out at Government plans for business rates retention, claiming they are 'confusing, imprecise and internally inconsistent'. The Institute for Fiscal Studies (IFS) welcomed plans for phased resets of rates and for the Government to take on the risk associated with business rates appeals.
