In 2018, ENGIE co-sponsored a report by the New Local Government Network (NLGN) that concluded the sector doesn't need more or fewer partnerships, it just needs better ones. Collaborations that address the weaknesses and enhance the strengths of each party. Qwest is an exemplar example of this.
