'Fair enough' is the refrain Morrissey uses to usher in The Smiths' song I started something I couldn't finish. I can't stop myself from applying it to the fair funding review. A quick look on the internet and you discover the phrase 'fair enough' is commonly used as part of a non-confrontational argument/disagreement that also concedes a point. The recent consultation document which suggests the foundation formula element should be population-based and not linked to deprivation is by no means fair enough.
