It is a truth universally acknowledged that a government in possession of an effective armed force must exercise control of that force. The foundation of control is responsibility, and amongst the many layers of responsibility is that of ensuring that, as far as is practicable, individuals sent to do the bidding of their civilian overseers may have the greatest possible chance of completing their tasks successfully, with minimal risk to life and limb.
