The Philippines has embarked on an ambitious and very necessary programme of defence modernisation as it seeks to enable the Armed Forces of the Philippines (AFP) to recover from years of neglect. The current defence modernisation programme is not the first time that a Philippine government has tried to confront the task of military modernisation. What is different in this iteration of the defence modernisation effort is that things are really happening; acquisition programmes are taking place, leading to procurement decisions being made and new equipment actually arriving and entering service. The objective of this article is to discuss how the Philippines got into a situation where defence modernisation became so critical and how the Philippine government is currently making defence modernisation a reality.
