In August 2014, the previous Australian Minister for Defence appointed an independent team to undertake the First Principles Review of Defence. The team was chaired by by Mr David Peever and included as ist members the Hon Robert Hill AC, the Hon Lindsay Tanner, Lt.Gen. Peter Leahy AC (Retd.) and Mr Jim McDowell. The team was tasked with ensuring that Defence is fit for purpose and is able to deliver against its strategy with the minimum resources necessary. Using a structured framework, the team conducted an end-to-end holistic review based on the outcomes required of Defence and founded on the first principles agreed by the review team. Simply put, the team sought to answer the question, what is the most effective and efficient organisation that will enable Defence to deliver the outcomes required of it? The Review was released by the Australian Government on 1 April 2015, under the name of "Creating One Defence."
