The latter received renewed urgency in recent years, due to the fact that engaging hostile forces at land often did not go as intended. Experience shows that enemies have used the methodology of emerging, engaging, and dispersing since the beginning of time, and because it is still effective, this has little reason to change. To help solve difficulties in the field of persistent intelligence-gathering and target engagement, completely new types of ship-, submarine- and air-launched loitering munitions must be taken into consideration.
