Challenges for Maritime Intelligence, Surveillance and Reconnaissance (ISR)

The conduct of ISR activities is indeed a vital part of attaining situational awareness for the purpose of arriving at sound decisions. On that score, various sources, whether ranging from digital electronics or human, are utilised to conduct ISR, which will be infused with other data to achieve a common operational picture where the decision-making process will rely heavily upon it. The ISR activities will encompass areas of influence and areas of interest, whether at strategic, operational or tactical levels. Malaysia is a maritime nation where a significant volume of income is derived from its maritime waters. As such, the ISR conducted [inaudible] activities within our littoral waters and exclusive economic zone, stipulated in the UN Convention of the Law of the Sea (UNCLOS).
