With the nation deep in recession, October and November 2008 recorded the two biggest one-month drops in inflation in more than 60 years. The CPI fell a then-record 1.3 percent in October, and followed that with an incredible 2.3-percent drop in November. That makes it a lot easier to fill a gas tank, but it also means military retirees won't be seeing anything approaching 2009's 5.8-percent COLA next year.
