The chief of the Military Department is a member of Switzerland's Federal Council. The council is assisted by a very small military planning staff. There is no overall military commander of the Swiss armed forces in peacetime; in times of war or national emergency, the two houses of the Federal Assembly meet to elect a commander of the armed forces. Switzerland's armed forces total 4,000 joint forces regular troops. These are supplemented by two intakes of 18,000 new recruits each for 15-week training periods. Upon mobilization, there are some 180,000 troops. There are 150,000 reservists, plus 72,000 militia known as Civil Defense. The Army is capable of full mobilization within 48 hours.
