The president is the commander in chief of the armed forces and chairs the National Defense Council, where major issues are discussed. Parliament implements control of the national defense system, oversees the development of the armed forces, and adopts laws and legal acts in order to implement national security objectives. The Ministry of Defense is responsible for the formulation and conduct of defense policy. The Chief of Defense exercises command authority over the armed forces and offers advice to the president and Minister of Defense. The Chief of Defense is also responsible for policy execution regarding the development of the armed forces.
