In December 1983, President Raul Alfonsin reaffirmed the president's constitutional role as sole commander in chief of the armed forces and returned the defense minister to the chain of command. The president is advised and assisted in defense matters by the Consejo Nacional de Defensa (CODENA). Permanent members include the president, the vice president, the Cabinet ministers, and the National Intelligence Secretary. The council can be expanded to include the presidents of the defense committees of the respective houses of Congress, as well as the chief of General Staff and the chiefs of the three services. The General Staffs of the three services are placed directly under the president, working through the defense minister.
