In early 2006, the armed forces of Bosnia-Herzegovina and the Republika Srpska officially began the process of transitioning to an integrated military. Effective January 1, 2006, the security objectives of each military were replaced by state-level defense competencies. In addition, conscript and Reserve forces were discharged. Previously, the armed forces of Bosnia-Herzegovina, which were established by the 2003 BiH Defense Law, comprised two distinct entities (the Muslim-Croat Federation of Bosnia-Herzegovina and the Serbian Republika Srpska), each having its own armed forces, which left no united centralized state forces. Only the border guards and the Brcko District police operated at the state level. Under the new Bosnia-Herzegovina Defense Law and Law on Service in the Armed Forces of Bosnia and Herzegovina passed by Parliament in October 2005, matters of defense are now a federative responsibility. In short, the armed forces are now unified at the state level.
