The president is responsible for defense matters and is nominally commander in chief of the armed forces. Article 36 of the Constitution stipulates that the president "shall have supreme command of the land, sea, and air forces of the whole country." The Ministry of National Defense assumes day-to-day responsibility for central administration. Under the Constitution, the defense minister must be a civilian.
