The president is also the commander in chief of the Zimbabwe Defense Forces (ZDF). Next in line is the minister of defense, who is the political head of the military. Below him are the Commander Defense Forces and the permanent secretary in the Ministry of Defense. The CDF is the top soldier in the MoD, and the permanent secretary is the principal accounting officer at the MoD, as well as the top civil servant in the ministry. Reporting to him are four deputy secretaries, responsible for procurement and research; policy and international affairs; finance, administration, and human resources; and war veterans affairs.
