The first group of recruits for a new military was sent to Ecuador for training in October 2012, followed by another group in January 2013. The Army attained limited functionality in February 2014 and began the process of establishing the varied institutional and command structures required to maintain a military force in the long term. The new service, officially launched in 2017 under the designation the Defense Force of Haiti, remains in a transitional stage of development. In March 2018, the Army established a command staff to manage administrative functions and form the basis for the service's operational leadership structure. In 2019, the Army integrated an additional 15 officers, 50 non-commissioned officers, and 250 soldiers trained in Mexico. Intermediate-term plans call for the military to recruit 1,500 active-duty troops, and the government hopes to eventually amass a force of up to 3,500 personnel. Although recent budget reports indicate that the military is making steady progress in recruiting and training new personnel, mounting political and fiscal constraints will likely prevent the service from attaining such an ambitious force profile for the foreseeable future, if ever.
