The president is the supreme commander in chief of the armed forces, both in peacetime and in war. The president executes command and control over the armed forces and other aspects of the Ukrainian military through the General Headquarters in Stavka, where the General Staff and minister of defense work. Direct command and control over the armed forces is executed by the commander in chief of the armed forces, who is the minister of defense (should that person be in the military) or the chief of General Staff (when the minister is a civilian). The minister of defense ensures the implementation of national defense policy; the General Staff is responsible for planning the state's defenses. The mission of the armed forces is to provide deterrence against aggressive designs on the homeland, as well as defense of all Ukrainian territory.
