With the return to civilian rule in 1985 and the General Assembly's passage of a new organic law for the armed forces in 1987, the president once again became the genuine commander in chief of the armed forces. The minister of national defense is responsible for administrative control of the three services, each of which has its own general staff. There is no joint general staff in Uruguay's military. The reorganization that was prompted by President Luis Alberto Lacalle's March 1994 executive order that military commanders restructure to meet new concepts of "efficacy and efficiency" appears to be ongoing, with the Army units in particular recently undergoing changes.
