The president of the Republic of Kenya, who is commander in chief of the armed forces, exercises control through the Ministry of Defense. The armed forces are unified within the office of commander, who is also the head of the Army. The president carried out a major shakeup of the command structure in 2005, following a series of procurement scandals. In March 2005, the Ministry of Defense was brought directly under the Cabinet Affairs Office. Previously, the ministry had been run either by an independent minister or by a minister who also held the Internal Security portfolio. The Cabinet Office does not have a full minister, but is answerable directly to the president. The defense secretary is responsible for administrative matters.
