The president is head of the armed forces and has the authority to declare war. The Governmental Council on Foreign Affairs and National Defense (KYSEA) and the minister of national defense provide overall guidance on defense matters; the KYSEA is chaired by the prime minister. Day-to-day control of the armed forces resides with the minister of national defense. The chief of the Hellenic National Defense General Staff, who usually holds the rank of general, admiral or air chief marshal, is subordinate to the minister of national defense. The HNDGS acts as the primary advisory body to the Greek government on military issues. The chief of the HNDGS office rotates among all three armed services.
