The president is commander in chief of the armed forces, and the only one authorized to grant military ranks. For external security matters, executive power is exercised through the minister of national defense, but the minister of government is responsible for internal security, including the national police force. The two principal advisory groups for the president are the National Security Council and the general staff of the armed forces, the Joint Command. The Defense Ministry is generally considered subordinate to both groups.
