The U.S. Department of Defense is by far the largest supporter of research and development in the federal government, accounting for more than half the total federal R&D portfolio. In the 1980s, the Defense Department funded nearly two-thirds of total federal R&D portfolio. Defense cutbacks following the end of the Cold War, however, resulted in a one-third reduction in DOD's support for R&D between fiscal year 1987 and the mid-1990s. In the past few years, Defense has increased its R&D activity, primarily because Congressional support was encouraged by scientific and engineering societies like ASME.
