IMO―the International Maritime Organization―is usually accused of being ponderous. But, thanks largely to the personal commitment of Secretary General William A. O'Neill, the UN agency has responded with remarkable speed to the events of 9/11. As a result, a Diplomatic Conference held in London last month has resulted in international agreement on a new, comprehensive security regime for international shipping that is set to enter into force in July 2004. The conference was presided over by Johan Franson, Director of Maritime Safety Inspectorate, Swedish Maritime Administration, who will be among the speakers at Marine Log's Maritime Security conference in Washington, D.C. on January 28 & 29.
