DIAGNOSING THE MARINE TRANSPORTATION SYSTEM

As our nation faces tough economic times, we cannot afford to poorly invest scarce resources. How do we best create and protect jobs and eco-nomic prosperity with the limited funds committed to the Corps of Engineers vhen we do not have proper performance measures to rate the economic impor-tance of our inland waterways and no performance measures at all for some Corps projects? I will review some of the performance measures currently in use by the Administration, offer my views as to their weaknesses and make a call for improvement.
