GETTING THE MESSAGE

Over the years incidents involving cruise and passenger ships have led to a significant loss of life. While RMS Titanic is the most well-known, the Herald of Free Enterprise (1987), MS Estonia (1994), Costa Concordia (2012) and Sewol (2014) all linger in the memory. Each had a significant impact, not only with human tragedy involved ensuring many column inches in the press, but also to alert the international regulators. Many more incidents, however, go virtually unreported. For example, an unnamed boat carrying Congolese refugees recently capsized in Lake Albert, Uganda, killing 251 people. An untold number of refugee boats trying to cross the Mediterranean from North Africa to Europe, or from Indonesia to Australia, all too often never complete their voyage.
